Security Council

The Security Council of the Republic of Kazakhstan is a consultative deliberative body that is formed by the President of the Republic of Kazakhstan according to the Constitution of the Republic of Kazakhstan (subparagraph 20, article 44) and elaborates decisions and assists to the implementation of the authorities of the Head of State in the area of ensuring defensive capacity and national security, protecting the national sovereignty, independence and territorial integrity of the state, maintaining social political stability in the country, guarantying constitutional rights and freedoms of citizens. 

The current regulation on the Security Council was confirmed by the Decree № 88 of the Head of State on 20 March, 1999.

The history of the Security Council started in 1991, when on the 21st of August the Security Council of the Kazakh SSR was formed by decree of the President of the Kazakh SSR, and then on 17 June, 1993 it was transformed to the Security Council of the Republic of Kazakhstan.

The main duties of the Security Council include:

1) Determination of the main areas of protecting national interests, revelation of threats to national security, choice of means and methods in protecting the national security of the country;

2) Elaboration of major strategies in the area of national security and organizational work in preparing state programs on issues of national security;

3) Submission of recommendations and suggestions for consideration by the President of the Republic of Kazakhstan on issues of internal, foreign and military policies in the area of ensuring national security and on taking corresponding measures on the implementation of the decisions made, and also on increasing the effectiveness of the state entities that ensure the safety of person, society and state.

4) Preparation of recommendations on the signing, fulfillment and denunciation of the international treaties of the Republic of Kazakhstan that concern national interests.

The Security Council coordinates the activities of force structures, central and local executive bodies, and also analyzes bills and controls normative documents within its competency.

The President of the Republic of Kazakhstan is the chairman of the Security Council.

Chairman of Majilis of the Parliament, Chairman of the Senate of the Parliament, Prime Minister, Head of the Administration of President, Secretary of the Security Council, Chairman of the National Security Committee, Minister of Foreign Affairs, Minister of Defense aremembers of the Security Council in their official capacity.

If a need arises the Head of State can additionally appoint other officials to be members of the Security Council.

Sittings of the Security Council are held under the chairmanship of the President of the Republic of Kazakhstan or on his instruction under the chairmanship of a member of the Security Council not less than one time in three months and reported with a protocol.

A decision is made by a simple majorityof the total number of the permanent members and members of the Security Council participating in the sitting.

The decisions are compulsory put in execution by state entities of the Republic of Kazakhstan. In case of need decisions of the Security Council can be implemented by acts of the President or Government of the Republic of Kazakhstan.

The most important problems are preliminary discussed at working sittings that are held under the chairmanship of the Assistant to President – Secretary of the Security Council.

The functioning of the Security Council is supported by the Secretariat of the Security Council, Situational Center of the Security Council, the structure and staff of which are determined by the Head of the Administration of the President taking into account recommendations given by the Assistant to President – Secretary of the Security Council.

In case of need interagency commissions and working groups of the Security Council can be formed in order to support activities of the Security Council. The problem of establishing, duties and personal staff of interagency commissions is solved by the President of the Republic of Kazakhstan taking into consideration recommendations given by the Secretary of the Security Council. The Secretary of the Security Council coordinates the activities of interagency commissions, determines the duties and staff of working groups.

Interagency commissions and working groups perform the preparation of materials for sittings of the Security Council, implement analytical and research activities on the instruction of the Security Council or Secretary of the Security Council, elaborate suggestions and recommendations on major directions of state policy in the areas of foreign, military, economic, social, informational, ecological security and inform the members of the Security Council about the results of their work.

The informational analytical and organizational technical support of the activities of interagency commissions and working groups of the Security Council is performed by the state entities that have representatives in the staff of the commission, and also by the Secretariat of the Security Council and Situational Center of the Security Council.

The position of Secretary of the Security Council was introduced in June 1994. The Secretary of the Security Council is an official subordinated directly to the Head of State. The President of the Republic of Kazakhstan appoints the Secretary of the Security Council and relieves him of the post.

Mister Nurlan Baiuzakovich Yermekbayev is the incumbent Secretary of the Security Council (from November 2014).
